- Second Section of US 78 Reversible Lanes to be Removed Beginning Tuesday, July 8th

The contractor will begin removing the reversible lane system from Stone Drive to Killian Hill Road/Bethany Church Road on Tuesday, July 8, 2008 weather permitting.
The section from East Park Place to Stone Drive is completed.
Motorists can expect lane closures from 7 p.m. to 5 a.m. weekdays and 7 p.m. to 7 a.m. on weekends. When completed there will be three travel lanes in each direction with a concrete median and sidewalks. Once this section is completed, the contractor will move to the final two sections sequentially from Killian Hill Road/Bethany Church Road to Highpoint Road and from Highpoint Road to State Route 124.

Stormwater Utility Proposed Fee Schedule Meeting

The City is considering adoption of the rate structure outlined below at a specially called City Council meeting on Monday, June 30th at 7:30 p.m. Citizens are encouraged to attend or contact City Hall with any questions or comments. Properties in the City will be divided into various billing classes based on their usage as residential or non-residential. Residential customers would be billed by the total area of impervious surface on their property (i.e. sidewalks, driveways, rooftops, patios, etc.). All other developed properties will be considered non-residential and would be billed $75.60 per 3,800 square feet of impervious surface area. Examples of these types of properties include offices, apartment complexes, shopping centers, etc. Properties that are undeveloped or do not have any impervious surface area on the property would not receive a bill.
Snellville’s Stormwater Utility will assess this fee to property owners based on the demand that their property places on the drainage system. This method is being considered in-lieu of raising property taxes which have historically been utilized for stormwater management. Many citizens have asked why the City needs to implement this fee and more importantly why our own SWMP. The primary drivers behind the new program are the State and Federal regulations that have been placed on the City in the past 2 years as well as the need to replace several large drainage systems under our City’s streets. Historically, Gwinnett County has managed the stormwater regulatory needs of the City but has recently changed this practice since implementing their own Stormwater Utility. As such, the City is now required to implement these programs internally.
Snellville’s proposed Stormwater Utility User Fee System has been designed to maintain regulatory compliance and address urgent capital needs related to our existing drainage systems. Based on these needs, a proposed rate structure has been developed and would be applied to the various properties in the City.

- 9th Annual Snellville Children's Fishing Derby

A Wal-Mart Kids All-American Fishing Event
In celebration of National Fishing Week, the Snellville Parks and Recreation Department will once again host its annual Children’s Fishing Derby. This event will take place on Saturday, June 21st at T.W. Briscoe Park. The Atlanta Tightlines Bass Club will offer fishing instruction and manage all of the competitions. Registration is $2 and open to kids ages 3-12. Check-in will begin at 7:15 a.m. and the derby is scheduled to conclude by 12 p.m. at the Lakeside Pavilion. Please bring your pole. Bait will be provided. There will be prizes for everyone. Special thanks goes to Snellville Wal-Mart and Atlanta Tightlines Bass Club. - Russell Treadway Confirmed as Snellville City Manager At an 8:00 a.m. Specially Called Meeting of the Mayor and Council on Wednesday, June 11th, 2008, Mr. Russell Treadway was unanimously confirmed as the new City Manager of Snellville. Mr. Treadway of Elizabethton, TN took his oath of office at the conclusion of the meeting. Treadway holds a Ph.D. from the University of Tennessee and also a Master of City Management from East Tennessee State University. He brings over twenty-five (25) years of top level local government management experience to the City of Snellville. He and his wife Janet will be moving to the Snellville area in the very near future. Several city staff members were on hand along with the Mayor and Council members to welcome Mr. and Mrs. Treadway to Snellville. Snellville’s new City Manager expressed thanks to the council for their confidence and looks forward to working with them in the future.

- Snellville Overlay Public Input Meeting The City of Snellville will hold a Public Input Meeting on June 3rd, 2008, at the City Hall Community Room at 7:00 p.m. to discuss Overlay Zoning District Ordinances (East Main Street/Athens Hwy. Corridor and North Road Corridor).
The City of Snellville is nearing the end of updating its Comprehensive Plan. Moreover, as a result of this process, two Zoning Overlay Ordinances are being proposed to further implement the vision of the 2030 Comprehensive Plan. This workshop will provide a forum for citizens to discuss these ordinances, areas of concern and identify opportunities for positive change. During the workshop, participants will be asked to assess these areas and identify characteristics that should be preserved and to identify needs for the future.
The East Main Street/Athens Hwy. corridor represents one of last major corridors in the City of Snellville with significant undeveloped land. It is rapidly growing and has experienced a great deal of commercial and residential growth in the past few years. In an attempt to avoid the linear strip commercial development that is evident along major roadways throughout the City, a nodal development form has been proposed. In the last Comprehensive Plan Update a new future land use designation was created with this purpose in mind entitled “78 East Activity Node.” It is found at prominent intersections with the intent of creating “pulse-nodes” of walkable mixed-use development.
While the Comprehensive Plan lays the groundwork for this type of development through the future land use category, more direction is needed to achieve this goal. An overlay district is needed to set up clear development regulations to ensure the intent of the Comprehensive Plan is realized.
The North Road corridor is likely to experience major land use changes in coming years. This is already evident as multiple homes have been converted to office uses. There have also been significant development pressures to consolidate parcels and redevelop areas in close proximity to State Road 124 (Scenic Hwy.). In the Comprehensive Plan Update, the North Road corridor was identified as needing special planning attention due to these anticipated changes. An overlay district is necessary to ensure new development/redevelopment does not encroach upon and is in keeping with the residential character of the stable neighborhoods to the east.

- New Public Safety Building for Snellville The Mayor and Council announced at their Monday March 24, 2008 meeting that the City of Snellville is in the process of purchasing property at the undeveloped southwest corner of Wisteria Drive and Clower Street for the site of a new Public Safety Building. It will encompass the undeveloped corner lot and the back two buildings of Cobblestone Office Park across from the Doug Spohn development. Proposed closing on this property will be at the end of April and details will be made public after that time.
This Public Safety Building is part of the Master Plan developed through the Livable Cities Initiative (LCI) study. Snellville's new Public Safety facility, adjacent to our City Center, will fulfill the Council's long term goal of bringing our poilce presence back to the downtown area.
